Steven Loo

Steven (Steve) Loo, P.E., MCE, ENV SP has 33 years of engineering experience including public works infrastructure management, study & design of local and major thoroughfares and repair, rehabilitation & reconstruction of roadway and drainage systems.  He served 4 years in the U.S. Navy Civil Engineer Corps maintaining infrastructure at Naval/Marine Corps bases.  Next, he spent over 18 years with the Harris County Engineering Department designing & managing in-house and consultant designed infrastructure projects.  Currently, he has been with the Houston Public Works for 10 years in Transportation & Drainage Operations as a Managing Engineer in Street & Bridge Operations and Maintenance handling contracted network-wide pavement condition index (PCI) scores for streets, a Pavement Management Information System (PMIS) and maintenance/preservation/repair/rehabilitation recommendations for streets and bridges.
